Membership

The Steering Group (SG) is the decision making body of the Initiative, therefore the SG membership is essential for the guiding and functioning of RAI.

The membership in the Steering Group of the Initiative is flexible and in principle open to any interested country, international organization or international financial institution provided that they are committed to give their contribution in preventing and fighting corruption in South Eastern Europe.  There are two levels of membership in the Steering Group: 

  • First group consists of the Core Members who have signed MoU, thus committing themselves to secure the financial sustainability of the Secretariat of the Initiative by providing an annual contribution of 24 000 euros. It includes countries already involved in the South Eastern European Co-operation Process (SEECP) as well as other countries, international organizations or international financial institutions willing to join the initiative by depositing an instrument of accession under the same rules as for the initial members. The notification for the accession should be sent to the Ministry of Justice of Croatia who acts as the depository country of the MoU.
  • The second group is represented by the Associate Members - those parties that contribute to specific programmatic activities of the initiative with at least the yearly minimum amount required for Core Members, without signing the MoU. The Core Members and the Associate Members participate on an equal footing in the discussions of the Steering Group regarding programmatic issues. 

Other interested parties (countries or organizations) that are involved in the fight against corruption in South Eastern Europe (SEE) or contribute to RAI less than the yearly minimum amount determined in the MoU are eligible to be Observers in the Steering Group meetings by appointing their respective representatives. Implementers of projects are observers as well. Currently, 9 countries from SEE have joined RAI – Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Moldova, Montenegro, Romania and Serbia.
