4th SPAI Steering Group Meeting - 25-26 September 2002, Rome - Italy

The purpose of the meeting was to agree upon the future strategy and direction of the Initiative and redesign the decision-making process as well as the functions and location of the Secretariat.
Four proposals circulated for the location of the Secretariat: Belgrade, Bucharest, Sarajevo and Tirana. An open vote took place and the location which received the most votes was Sarajevo.
Co-chairmanship – the proposal of a co-chairmanship from the region was welcomed, which could take place on a rotating basis (6 months) by alphabetical order.

3rd SPAI Steering Group Meeting - 29 April – 2 May 2002, Washington D.C. - USA

The purpose of the meeting was to:
1. Discuss and adopt the general assessment reports on FRY/Serbia and Moldova prepared by SPAI lead agencies under the five pillars of the Initiative.
2. Review progress achieved in implementing the policy recommendations adopted in Tirana and Cavtat;
3. Discuss priority reform areas selected by SPAI governments and the countries' technical assistance needs;
4. Increase knowledge of specific cross-regional issues, such as corporate liability and financial investigations / confiscation of proceeds from crime, and identify effective counter-policies and strategies.
Two days of site visits aimed at highlighting best practices in fighting corruption based on the U.S. model and examining issues of shared expertise and experiences. They focused on mechanisms for maintaining integrity.
