OCTOPUS Interface Conference on Cooperation Against Cybercrime

10-11 March 2009, Council of Europe - Strasbourg, France

Societies worldwide rely on information and communication technologies. However, the increasing dependency on such technologies makes societies vulnerable to the threat of cybercrime. In response to these challenges the Council of Europe adopted the Convention on Cybercrime (ETS 185) in 2001 and the Protocol on the Criminalization of Acts of a Racist and Xenophobic Nature Committed through Computer System (ETS 189) in 2003. Through the Project on Cybercrime it supports countries in the implementation of this treaty.

Important initiatives are also being carried out by a range of other international organisations, non-governmental organisations, national institutions and the private sector. As in 2004, 2007 and 2008, the Conference will provide a platform to enhance cooperation among the different initiatives and allow participants to make best possible use of existing opportunities.

The 2009 Conference will, among other things, provide information on:

- Implementation of the Convention and its Protocol: update
- Guidelines  for the cooperation and law enforcement - Internet service providers: update on measures taken since their adoption in April 2008
- The Project on Cybercrime: results of Phase 1, plans for Phase 2

The Conference will in particular focus on four themes:

- Criminalising child pornography on the internet: How do countries implement Article 9 of the Convention on Cybercrime? How do they make use of the Convention on the Sexual Exploatation and Abuse of Children?
- Cybercrime and "cyber-laundering": typologies and techniques to follow crime proceeds on the internet
- Cybercrime training for law enforcement, prosecutors and judges: what resources are available?
- The effectiveness of 24/7 points of contact and international legal cooperation against cybercrime

The conference will be followed by the Cybercrime Convention Committee (T-CY) on 12-13 March 2009.
