SIGMA is a joint initiative of the European Union (EU) and the Organisation for Economic Co-operation and Development (OECD), principally financed by the EU.
Sigma support its partners in their efforts to improve governance and management by:
- Assessing reform progress and identifying priorities for reform against baselines set by good European practice and existing EU legislation
(acquis communautaire);
- Supporting institution-building and setting up legal frameworks and procedures to meet European standards and good practice;
- Facilitating assistance from the EU and other donors by helping to design projects and implement action plans.
SIGMA provides assistance in 4 main areas.

SIGMA's Assessment Reports are prepared at the request of the European Commission and as a contribution to its annual Progress Reports on EU candidate and potential candidate countries and programming of technical assistance. They also provide countries with inputs into their own reform activities.
